基于“共同治理”到“治理共同体”视角的基层全民健身公共服务治理实践逻辑转换研究

摘　　要：运用文献资料、实地调查、专家访谈等方法,探析基层全民健身公共服务治理实践的逻辑转换。研究认为,全民健身公共服务“共同治理”面临的问题主要是:动力困囿,过度依赖党政力量;结构困境,合作共治呈现悬浮现象;制度困境,认同度低引发执行困境等。为破解上述问题,建议:建立以共同体规范完善治理制度、以共同体关系优化治理结构、以共同体纽带强化治理动力的“治理共同体”分析框架;治理动力方面,从外部推力转向内在动力;治理制度方面,从被动接受转向共同领会;治理结构方面,从简单协作转向深度联结;最终实现推动基层全民健身公共服务治理从“共同治理”到“治理共同体”的实践逻辑转换。Using the methods of literature,field investigation and expert interview,this paper explores the logical transformation of grassroots public fitness service governance practice.The research shows that the main problems by the“joint governance”of the national fitness public service faces the dilemma of power and excessive dependence on the party and government.The structure is difficult and the co-governance is suspended.System dilemma,low degree of recognition leads to execution dilemma,etc.In order to solve above issues,the analysis framework of“governance community”is proposed,which is to improve the governance system by community norms,optimize the governance structure by community relations,and strengthen the governance motivation by community bonds.From the governance power,from the external thrust to the internal power.Governance system,from passive acceptance to common understanding.Governance structure,from simple cooperation to deep connection.Promote the grassroots public fitness service governance from“common governance”to“governance community”practical logic transformation.
