摘　　要：进入21世纪,我国开始转变发展方式,把马克思主义关于发展的世界观和方法论与我国发展的具体实际和时代特征相结合,用科学发展观指导我国生态文明的观念和生态文明制度建设。在生态文明建设的进程中,我国更加深入地探索生态文明的制度创新,在扎实推进污染减排工作、以环境保护优化经济发展、深入开展重点流域和区域污染防治等的制度保障方面,形成了一系列宝贵的制度成果和建设经验。我国探索生态文明制度建设包含着一系列重要的历史经验,其中包含着充分协调生态文明与经济复苏之间的辩证关系、大力加强体制机制创新、大力加强法治化建设、充分协调顶层设计与基层治理的辩证关系。Entering the 21st century,China began to change its development mode,combining the Marxist worldview and methodology on development with the specific reality of China's development and the characteristics of the times,using the scientific concept of development to guide the concept of ecological civilization and the construction of ecological civilization system in China.In the process of ecological civilization construction,China has explored more deeply the institutional innovation of ecological civilization,and has formed a series of valuable institutional achievements and construction experiences in solidly promoting the work of pollution reduction,optimizing economic development with environmental protection,and deeply carrying out the institutional guarantee of pollution prevention and control in key watersheds and regions.China's exploration of ecological civilization system construction contains a series of important historical experiences,which include fully coordinating the dialectical relationship between ecological civilization and economic recovery,vigorously strengthening the innovation of institutional mechanisms,vigorously strengthening the construction of the rule of law,and fully coordinating the dialectical relationship between top-level design and grassroots governance.
