摘　　要：农业是国民经济的基础,在互联网时代,随着科技的发展,农业也需与时俱进推进智能化,辽宁省发展智慧农业有助于转变农业生产模式、推进农业可持续发展,对进一步实现辽宁乡村振兴具有重要意义。本文以辽宁省智慧农业发展为研究对象,系统梳理了当前辽宁省农业企业发展现状、农村信息化发展现状、政府智慧农业政策等,并对辽宁省智慧农业发展存在的主要问题进行剖析,其中农业基础设施建设落后、农业技术人才短缺、发展资金短缺等问题制约了智慧农业的发展。在此基础上,提出了辽宁省智慧农业发展“三步走”策略,包括加强基础设施建设力度、健全智慧农业人才体系、加大智慧农业资金支持等措施的建议。本研究可为辽宁省及其他地区制定智慧农业行动方案及发展政策提供借鉴。Agriculture is the foundation of the national economy.With the development of science and technology in the internet era,agriculture should also keep up with the times and achieve intelligent development.The development of smart agriculture in Liaoning Province helped the transformation of agricultural production mode and promoted the sustainable development of agriculture,had great significance in further realizing the rural revitalization.This paper took the development of smart agriculture in Liaoning Province as the research object,systematically combed the current development status of agricultural enterprises,the status of rural informatization development,and government smart agricultural policies in Liaoning Province,also analyzed the key issues in the development of smart agriculture in Liaoning Province.The problems constrained the development of smart agriculture including agricultural infrastructure construction lagging behind,the lack of agricultural technology talents,and the shortage of funds for the development of smart agriculture.On this basis,a three-step strategy for the development of smart agriculture in Liaoning Province was provided,including measures to strengthen infrastructure construction,improve the smart agriculture talent system,and boost financial support for smart agriculture.This study provided references for smart agriculture action plans and development strategies in Liaoning Province and other areas.
