我国青少年体育教育的发展瓶颈及其突破路径

摘　　要：改革开放以来,我国青少年体育教育事业取得了一定的进展,但依然面临着政策与实践层面的发展困境.具体而言,既包括教育政策层面的社会参与困境与政策执行层面的沟通协调困境,也包括教育实践层面的师资不足困境与教学内容和方法困境.面对上述政策与实践困境,已有的应对措施不足以彻底根除困境根源,唯有从体制机制创新的层面思考相应的应对措施,方能实现教育政策与教育实践困境的创新性突破.这就要求从五个方面思考其创新性突破的路径:实现由“管理”到“治理”的观念转变;自始至终贯彻落实“以人为本”的体育教学理念;加强青少年体育教育的制度创新能力;构建多元主体共同参与的治理模式;加强师资基础力量建设,丰富体育教学内容与方法.Since opening up and reform.our national physical education industry has made some progress.But it still faces.the development dilemma in political and practical aspects.In specific,the dilemmas contain not only the dilemma of social par-ticipation in the educational policy level and the dilemma of communication and coordination in political implementation but also the dilemma of lacking teachers at the educational practical level and the dilemma of teaching contents and methods.Faced with the above policy and practical dilemmas,existing responses can't eradicate the root cause of the dilemmas.The educational policy dilemma and the educational Practical dilemma can only achieve a creative breakthrough only if a response is found at the level of institutional innovation.This requires to consider its path to creative breakthrough from five aspects:realizing transformation from"management"to"governance";fully implementing people-oriented ideal of physical education;enhancing institutional in-novation ability of general physical education;constructing a governance model in which multiple subjects participate together;promoting the construction of basic strength of teachers;enriching contents and methods of physical education.
