摘  要:在推进社会信用体系建设高质量发展促进形成新发展格局的背景下,基于政务诚信理论内涵和国务院《关于加强政务诚信建设的指导意见》,创新性地提出政务诚信建设中的五维政府理念,明晰政务诚信的测度逻辑,构建“五位一体”政务诚信评价体系,并基于2022年杭州市13个县(市、区)数据展开实证分析。研究结果表明,应客观认识当前政务诚信建设现状及不足,进一步强化政务诚信建设,同时要充分发挥政府在社会信用体系建设中的表率作用,进一步提升政府公信力,为推进国家治理体系和治理能力现代化提供路径选择。In the context of promoting the high-quality development of social credit system construction and the formation of a new development pattern,based on the theoretical connotation of government integrity and the Guidance on Strengthening the Construction of Government Integrity introduced by the State Council,this article innovatively proposes the five-dimensional government concept in the construction of government integrity,clarifies the measurement logic of government integrity,construct a five-sphere integrated government integrity evaluation system,and conducts empirical analysis based on data from 13 districts and counties(cities)of Hangzhou in 2022.The results show that the current situation and shortcomings of government integrity construction should be objectively understood,and the construction of government integrity should be further strengthened.In addition,the government’s exemplary role in the construction of social credit system should be given full play to further enhance the government’s credibility and provide path options for promoting the modernization of national governance system and governance capability.
