殖民主义心态影响下的英国外交决策 --中英交涉驻中国香港官方代表问题始末(1841-1978)

摘　　要：自英国侵占中国香港以来,为方便会同港英政府协调处理商贸、防务、人员流动等事务,清政府和国民政府都曾尝试在中国香港派驻官方代表,但均未能实现。中华人民共和国成立后,中国政府多次向英国提出在中国香港派驻中国官方代表的要求。随着中英两国关系和国际国内形势的变化,经双方反复交涉,英国最终让步,默认新华社香港分社作为中国政府派驻香港地区的具有官方性质的代表机构。如何界定中国驻香港地区官方代表的身份头衔与职责权限,是中英交涉过程中的焦点。英国之所以一再阻挠中国设立驻香港地区官方代表,主要是出于固守其在中国香港的殖民利益、维护其在中国香港的殖民统治秩序的心态导致的;其根本目的在于遏制中国内地与香港地区的联系,削弱中国政府对香港地区的影响力。Since the British occupation of Hong Kong,the Qing government and later the Nationalist government tried to send official representatives to Hong Kong to coordinate with the British Hong Kong government to handle business,defense,and personnel movement,but they failed.After the founding of the People′s Republic of China,the Chinese government has repeatedly proposed to the UK to send an official representative to Hong Kong.With the changes in Sino-British relations and the international and domestic situation,after repeated negotiations between the two sides,the UK finally gave in and acquiesced that the Hong Kong branch of Xinhua News Agency was an official representative agency of the Chinese government.How to define the identity,title,and authority of the official representative of China in Hong Kong has become the focus of Sino-British negotiations.Britain′s obstruction of China′s establishment of an official representative in Hong Kong is mainly due to the mentality of sticking to its colonial interests in Hong Kong and maintaining its colonial rule order in Hong Kong.Its fundamental purpose is to curb the connection between China's Mainland and Hong Kong and weaken the influence of the Chinese government on Hong Kong.
