共同富裕目标下东西部协作与对口支援工作机制创新研究基于区块链技术

摘　　要：随着西部农村脱贫攻坚任务的完成,缩小东西部地区发展差距,实现共同富裕将成为东西部协作与对口支援工作的主要目标。结合协同理论与区块链技术特点,构建了东西部协作与对口支援的多方组织体系框架,根据东西部协作与对口支援的主体角色转换、沟通机制转变和工作内容创新,提出了以下建议:用区块链技术去中心化组织模式,充分发挥对口支援组织链上参与主体作用,扩大社会资源的来源面与帮扶面;用数据、信息公开透明与可追溯性特点,依靠市场机制,实现双方资源与产业优势合理匹配;用多领域、多层面人员往来与交流,下沉基层组织工作,建立多层级、全方位、立体化的对口支援帮扶模式。With the completion of the task of poverty alleviation in western rural areas,narrowing the development gap between the eastern and western regions and achieving common prosperity will become the main goal of collaboration and paired assistance between the eastern and western regions.Combining synergy theory and the properties of blockchain technology,the article firstly creates the multilateral organization framework based on collaboration and paired assistance between the eastern and western regions.Then,according to the transformation of main roles and communication mechanism,as well as the innovation of work content during the process of the eastern-western collaboration and paired assistance,the following suggestions are proposed:The government should take advantage of the decentralized organization model in blockchain technology to give full play to the role of the participating main body in the chain of paired assistance and expand the source of social resources and assistance areas;Based on the characteristics of openness,transparency and traceability of the data and information,the government should make full use of market mechanism to achieve a reasonable match between the two sides in terms of resources and industrial advantages;The government should facilitate personnel exchanges in various fields and at various levels,and more attention should be paid to the work at the primary level to establish a multilevel,comprehensive,multifaceted mode of paired assistance.
