党领导生态文明建设“制度—效能”转化的政治逻辑

摘　　要：生态文明建设是多重社会因素综合作用的复杂巨系统.其中,生态环境问题的“时空压缩”特征以及多元主体的“集体行动困境”梗阻着“制度—效能”的转化.纾解这一深层次难题,需要依托强有力的政治力量整合分散的制度构件并调适治理的运行方式.我国生态文明建设之所以呈现出“顶层设计”与“地方实践”同频共振的良好态势,源于党领导生态文明建设相续形成了“注意力政治逻辑”“承认政治逻辑”“责任政治逻辑”.“政治注意力资源的配置、吸纳与调适”“多元主体的身份认同与权利承认”“权力分配与责任分摊的有机统一”三大逻辑有机复合,衔接起“制度”与“效能”之间、“制度有效性”“治理有效性”与“匹配有效性”之间的内在机理.推进人与自然和谐共生的中国式现代化,须把握好“制度—效能”演化发展的层次转化性、整体优化性等规律,优化党领共治、党领精治、党领法治机制,从而为有效化解“局部有效整体失效”“有组织的不负责任”等现代化悖论提供中国样本.Shanghai 200092,China The construction of ecological civilization is a complex giant system that is comprehensively influenced by multiple social factors.Among them,the“spatiotemporal compression”characteristics of ecological environment issues and the“collective action dilemma”of multiple subjects hinder the transformation of“system efficiency”.To alleviate this deep-seated problem,it is necessary to rely on strong political forces to integrate dispersed institutional components and adjust the operational mode of governance.The ongoing development of“attention political logic”,“recognition political logic”,and“responsibility political logic”under the leadership of the Party in the construction of ecological civilization is primarily responsible for the positive trend of resonance between“top-level design”and“local practice”in China’s ecological civilization.The three logical combinations of“allocation,absorption,and adjustment of political attention resources”,“identity recognition and rights recognition of multiple subjects”,and“organic unity of power distribution and responsibility sharing”connect the internal mechanisms of“institutional effectiveness”,“governance effectiveness”,and“matching effectiveness”between“institutional efficiency”.To promote the Chinese path to the modernization of the harmonious coexistence of man and nature,it is necessary to grasp the laws of the level transformation and overall optimization of the evolution and development of the“system effectiveness”,optimize the mechanism of the party-led co-governance,the party-led intensive governance,and the party-led rule of law,so as to provide a Chinese sample for effectively resolving the modernization paradox of“partial effectiveness and overall failure”,“organized irresponsibility”and so on.
