摘 要:以安徽省淮北市水资源短缺风险为研究对象,从水资源、社会状态、用水管理3个方面构建水资源短缺风险评估指标体系,应用集对分析联系数与熵权法相耦合的方法构建水资源短缺风险评估模型,并利用障碍度模型定量诊断水资源短缺风险的主要障碍因子。研究结果表明:淮北市2011-2018年的水资源短缺风险逐渐向良好态势发展,但改善程度不高。文章提出了实施调水工程,发展农业节水灌溉技术、建设生态保护工程等措施,以期推动淮北市水资源可持续和高质量发展。Taking the risk of water resources shortage in Huaibei City,Anhui Province as the research object,this paper constructs the evaluation index system of water shortage risk from three aspects:water resources,social status and water management.A water shortage risk evaluation model is con-structed based on the coupling method of connection number of set pair analysis and entropy method,and the major obstacles are quantitatively diagnosed by the obstacle degree model.The results show that the risk of water shortage in Huaibei City gradually developed into a good trend,but the degree of improvement was not high from 201l to 2018.In order to promote the sustainable and high-quality development of water resources in Huaibei City,the measures such as the implementation of water di-version project,the development of agricultural water-saving technology and the construction of eco-logical protection project were put forward.
