摘　　要：习近平总书记在2021年中央民族工作会议上提出民族地区好干部的“四个特别”标准,为新时代民族地区干部队伍建设明确了新目标。“四个特别”标准的提出植根于深厚的理论脉络,历经建党以来四个历史时期的接续发展,是基于民族地区干部队伍建设工作实践历时性考察而形成的新总结,体现了民族地区干部队伍建设的历史之维。“四个特别”标准,从增强民族地区干部队伍的政治立场、思想观念、行为准则等多角度对民族地区干部队伍建设提出新要求,指向明确、内涵丰富。随着新时代民族工作主线的确立,民族地区干部队伍被赋予了新的使命,“四个特别”好干部成为铸牢中华民族共同体意识、促进民族地区经济社会发展、提升民族事务治理能力现代化和防范民族领域重大风险隐患的组织保障,反映了民族地区干部队伍建设的价值之维。General Secretary Xi Jinping clearly put forward the "four special" standards for good cadres in ethnic areas at the 2021 Central Ethnic Work Conference,which points out a new direction and provides fundamental guidelines for strengthening the construction of cadres in ethnic areas.The formation of the "Four Special" standards is rooted in a profound theoretical context.After the continuous development of the four historical periods since the founding of the Party,it is a new summary based on the diachronic investigation of the Party's cadre team building work in ethnic areas,and reflects the historical dimension of cadre team building in ethnic areas.The "Four Special" standards put forward new requirements in terms of ideals and beliefs,political positions,ideological understanding,work ability,and code of conduct for cadres in ethnic areas with clear directions and rich connotations.With the establishment of the main line of ethnic work in the new era,which is to consolidate the consciousness of the Chinese nation's community,the cadres in ethnic areas have been given a new mission.The "Four Special" for good cadres have become the organizational guarantee to consolidate the consciousness of the Chinese nation's community,to promote the economic and social development of ethnic areas,to improve the modernization of ethnic affairs governance,and to prevent major risks and hidden dangers in the ethnic field,reflecting the value dimension in cadre team building in ethnic areas.
