摘 要:跨部门协作是我国公共卫生治理现代化面临的必然选择。以戒毒药物维持治疗与社区戒毒、社区康复和强制隔离戒毒衔接工作机制为例,通过梳理衔接工作机制执行的总体环境、结构因素、相关参与者等情况,分析跨部门协作的公共卫生政策在基层执行中面临的现实困境与行为逻辑。针对多部门协作的公共卫生政策执行情况,提出因时因势调整重心、引入社会组织参与、减少结构性因素制约、构建利益协调机制等方面的建议,并提出跨部门协作的公共卫生政策执行SSAPO框架,以期为开展类似工作提供借鉴。Multi-agency collaboration is an inevitable choice for the modernization of public health governance in China.Through taking the connection mechanism of drug maintenance therapy and community detoxification,and community rehabilitation and forced quarantine rehabilitation as an example,the study analyzes the overall environment,structure factor,related participation of the implementation of the mechanism,and the practical dilemma and behavior logic of the implementation of public health policy of multi-agency collaboration.In order to improve multi-agency collaboration,it is necessary to adopt measures,such as adjusting the focus of work at the right time,introducing social organizations to participate in the work,reducing the constraints of structural factors,and constructing benefit coordination mechanism,etc.In order to provide reference for similar work,the multi-agency collaborative SSAPO framework for public health policy implementation is proposed.
