摘　　要：目的评价2011—2020年珠海市卫生资源配置利用效率,为优化卫生资源配置提供建议。方法采用数据包络分析法,对2011—2020年珠海市卫生资源数据进行纵向分析。结果珠海市卫生资源配置综合效率基本上呈逐年下降趋势,其原因是技术效率和规模效率呈反向变化,卫生资源投入增幅大于产出增幅。2011年和2013年数据包络分析法(Data Envelopment Analysis,DEA)相对有效,2014年和2019年DEA弱有效,其他年份DEA相对无效。2012年和2020年规模报酬递增,2014年、2016—2019年规模报酬递减,其他年份规模报酬不变。除2013年、2014年和2019年外,其他年份投入指标均有一定程度的冗余。2012年、2015年和2020年床位使用率偏低。结论珠海市卫生资源配置仍然存在利用效率低下、产出不足、配置不均衡等问题,应合理控制卫生资源规模、优化资源配置结构,进一步提高利用效率、增加产出。Objective To evaluate the utilization efficiency of health resource allocation in Zhuhai City from 2011 to 2020,and to provide suggestions for optimizing health resource allocation.Methods Data Envelopment Analysis(DEA)was used to conduct longitudinal analysis of health resource data in Zhuhai City from 2011 to 2020.Results The comprehensive efficiency of health resources allocation in Zhuhai City basically decreased year by year.The reason was that the technical efficiency and scale efficiency change inversely,and the increase of health resource input was greater than that of output.DEA was relatively effective in 2011 and 2013,weak in 2014 and 2019,and relatively invalid in other years.Returns to scale increased in 2012 and 2020,decreased in 2014 and from 2016 to 2019,and remained unchanged in other years.Except from 2013 to 2014,and 2019,the input indicators in other years were redundant to a certain extent.The utilization rate of beds in 2012,2015 and 2020 was low.Conclusion There are some problems of health resources in Zhuhai City,such as low utilization efficiency,insufficient output and unbalanced allocation.It is necessary to rationally control the scale of health resources,optimize the allocation structure,and further improve utilization efficiency and increase output.
