泰州市姜堰区实施镇村疾病预防控制工作团队督导服务模式的实践探索

摘　　要：通过组建5个督导服务团队、建立镇村疾病预防控制工作技术指标体系、培训全科疾病预防控制队伍,建立镇村疾病预防控制工作团队督导服务模式,按照“团队包片、专员定点,条块结合、以块为主,定期督导、跟踪整改,三位一体、绩效考评”的原则,开展镇村疾病预防控制工作团队督导服务。镇村督导服务模式的持续健康运行,促进了县、镇、村疾病预防控制工作联动,弥补了镇村疾病预防控制工作人力资源不足,提高了镇村疾病预防控制人员理论水平和实践能力。但在实施过程中发现还存在镇村疾病预防控制工作技术指标体系僵化等问题。建议进一步加大政策支持力度,探索建立村级疾病预防控制人员县聘镇管村用的用人模式。Five supervisory and guidance service teams were set up.The members of general disease control and prevention team was trained.The regular training system was established,the town-village disease control and prevention workers were trained step by step.And the technical indicators were determined.Adhering to the principle of“area by the team,town-village by the member,integration of departments and regions and base on the regions,periodically supervision and guidance service,tracking and rectification,trinity,and performance appraisal”,team supervision service for town-village disease control and prevention work was carried out.The team supervision and guidance service model can be run in a healthy way continuously.The implementation of the team supervision and service mode of the town-village disease control has enriched the work connotation of county level CDC,promoted the linkage of county-town-village disease control and prevention work,and made up for the shortcomings of human resources of town-village disease control and prevention,and promoted theoretical and practical ability of town-village disease control and prevention workers.There are problems in the implementation,such as the rigid technical index system,etc.It is suggested to increase the support of administrative policies,and explore the establishment of county-level recruitment,township level management,village level use of human resources management mode.
