摘　　要：“南海问题”是我国和平发展所绕不开的障碍之一。近年来南海处在持续的政治紧张局势中,面临领土主权争端、海洋权益争夺、域外势力干预等诸多挑战,和平进程发展缓慢,亟待构建务实合作平台和高效合作机制。国际和平公园已经成为国家之间跨境合作的新平台,不仅被视为保护自然生态系统完整的重要政策措施,而且也被视为促进区域经济合作和旅游发展的有效途径。其缓解政治冲突和维护和平关系的潜在作用,受到国内外政界和学界的普遍关注和认可。本文基于国际和平公园的概念梳理与和平机制的理论分析,阐述了建立南海国际海洋和平公园的现实考量,并借鉴相关国际案例,提出建立南海国际海洋和平公园的路径。The issue of the South China Sea is one of the unavoidable obstacles to China's peaceful development.In recent years,the South China Sea has been in continuous political tensions,facing many challenges such as territorial sovereignty disputes,rivalries of maritime rights and interests,and interventions by foreign forces.The peace process is developing slowly,and it is urgent to build a pragmatic cooperation platform and efficient cooperation mechanism.International peace park has become a new platform for the cross-border cooperation between countries.It is regarded not only as an important policy measure to protect the integrity of the natural ecosystem,but also as an effective way to promote the regional economic cooperation and tourism development.Its potential role in alleviating political conflicts and maintaining peaceful relations has received widespread attention and recognition from the political and academic circles at home and abroad.Based on the concept of international peace park and the theoretical analysis of peace mechanism,this paper expounds the practical considerations of establishing the international marine peace park in the South China Sea,and puts forward the path to establish the international marine peace park in the South China Sea with reference to relevant international cases.
