摘　　要：新修订的《档案法》为地方档案法规的重新修订提供了契机和方向。新《档案法》背景下,地方档案法规的修订应当坚持协调性、地方性、适用性和科学性原则。文章通过分析现行31部地方档案法规建设情况,发现地方档案法规修订存在法规内容滞后、立法意识不强、立法人才不足、依法治档水平低等阻碍因素。针对现状提出了转变观念,强化地方档案立法意识;加强人才队伍建设,为地方档案法规建设提供保障;把握方向,紧跟时代要求修订法规条款;梳理清查,废除不适宜的法规条款;与时俱进,新增符合时代要求的档案法规条款。The newly revised Archives Law provides an opportunity and direction for the revision of local archives laws and regulations.Under the background of the new Archives Law,the revision of local archives laws and regulations should adhere to the principles of coordination,locality,applicability and scientificity.This paper analyzes the construction of 31 local archives laws and regulations,and finds that the revision of local archives laws and regulations has many obstacles,such as lagging content of laws and regulations,weak legislative awareness,insufficient legislative talents,and low level of archives management by rule of law.In view of the current situation,it proposes to change the concept and strengthen the legislative awareness of local archives,to strengthen the team construction of talents to provide guarantee for the construction of local archives laws and regulations,to grasp the direction and follow the requirements of the times to revise the laws and regulations,to sort out,check,and abolish inappropriate laws and regulations,and to keep pace with the times and add new archives laws and regulations that meet the requirements of the times.
