循证式治理:基层干部避责行为下的乡村治理实践及效应

摘　　要：近年来,随着国家治理体系与治理能力现代化建设的不断推进,基层治理的“硬任务”压力与强责任监督压力越来越重,乡村干部被置于高强度的监督问责之中。由于职责不断向基层下移、中心工作的扩大化、基层监督与问责的强化等原因,基层干部的避责行为呈蔓延之势。“循证式治理”正是当前乡村干部的避责行为塑造出来的一种治理样态,“行动前寻找合法性依据”“行动中坚持按章程办事”“行动后积极制造证据”“建立循证基础”是其主要的行为逻辑。这一治理逻辑导致基层治理体系日益刚性化,使得乡村治理越来越缺乏自主性、回应性与创新性,不利于推进乡村治理现代化建设。In recent years,with the continuous advancement of the modernization of the national governance system and governance capacity,the pressure of“hard tasks”and strong responsibility supervision of grassroots governance have become more and more serious,and rural cadres have been placed in high-intensity supervision and accountability.Due to the continuous downward transfer of responsibilities to the grassroots level,the expansion of central work,and the strengthening of grassroots supervision and accountability,the behavior of grassroots cadres to avoid blame has spread widely.“Evidence-based governance”is exactly a governance pattern shaped by the current behavior of blame avoidance of rural cadres.Its main behavioral logic includes“looking for legal basis before action”,“adhering to regulations during action”,“actively producing evidence after action”and“establishing evidence-based basis”.This governance logic has led to the increasingly rigid grassroots governance system,making rural governance increasingly lack autonomy,responsiveness and innovation,which is not conducive to promoting the modernization of rural governance.
