摘  要:我国地方本科高校的校院二级治理体制存在校院机制边界不清、院系承接能力不足、治理权力分配失衡等问题,具体来说:高校“放权、赋权”程度不够,权力下放“不平衡、不充分”;院系“接权、用权”能力不足,权力下放“放得下、接不住”;行政权“渗透、侵犯”学术权,权力边界“分不明、理不清”。推进我国地方本科高校二级治理改革就要从学校层面管宏观,依托章程充分“放权”“督权”;学院层面管微观,提升效能有效“接权”“用权”;加强行政学术强协同,厘清边界合理“分权”“置权”。The current two-tier governance system of local colleges and universities in China has problems such as unclear boundary of university and college power,insufficient ability of college to un⁃dertake power,and imbalance in distribution of governance power.Specially,the degree of“decentral⁃ization and empowerment”of colleges and universities is not enough,and the delegation of power is“unbalanced and insufficient”;the second-level colleges of universities are not capable of“receiving and using the power”,and the delegation of power is“released but not received”;the administrative power“infiltrates and encroaches”on the academic power,and the boundary between the two powers is“unclear and ambiguous”.The paths of reform for local universities includes three:first,the univer⁃sity is responsible for macro-management and“delegates authority”and“supervises authority”to the college in accordance with the university charter;second,the college is responsible for micro-manage⁃ment and improving its ability to“receive good power”and“use good power”;third,the synergy be⁃tween strong administrative power and academic power is necessary,and the boundaries between the power to“divide the power well”should be clarified.
