摘　　要：“学院办大学”改革是大学治理体系现代化建设中的一项重要议题。我国高校开展“学院办大学”改革,主要基于组织扩张、组织竞争及大学内部治理体系建设等多重逻辑诉求,并重点实施了优化校院权责配置、扩大院系人事权限、推行年度综合预算等改革措施。然而,“学院办大学”改革还面临高校权力下放和院系承接、校院之间资源与政策博弈、改革预期目标偏离等困境。面对改革中的各种困境,我国高校在推进“学院办大学”改革时应注重整体设计与试点推进并重,坚持问题导向与目标导向相结合,建立有效的管理运行机制,立足办学实际、探索创新性改革。The reform of“running university based on colleges”is an important issue in the mod⁃ernization of university governance system.The reform of“running university based on colleges”in Chinese universities is mainly based on multiple logical demands such as organizational expansion,or⁃ganizational competition and the construction of the internal governance system of universities.In terms of local reform exploration,Chinese universities have implemented a series of reform measures,such as optimizing the allocation of powers and responsibilities between universities and colleges,ex⁃panding the authority of personnel in colleges,and implementing annual comprehensive budgets.How⁃ever,the reform of“running university based on colleges”faces kinds of difficulties,including the di⁃lemma of decentralization of power in universities and the succession of power by colleges,the dilem⁃ma of game between resources and policies between colleges and universities,and the dilemma of devi⁃ation from the expected goal of reform,etc.Facing the problems,universities should pay equal atten⁃tion to the overall design and the promotion of pilot projects,adhere to the combination of problem ori⁃entation and goal orientation,establish an effective management and operation mechanism,and ex⁃plore innovative reforms based on the actual situation of universities.
