摘　　要：文章结合工程建设项目的造价组成,从施工单位角度出发,分析了项目在招投标阶段投标报价的注意事项。根据水利工程建设项目的实际特点,对施工阶段项目的进度、质量目标与成本之间的关系进行分析,阐述了项目在实施阶段影响成本的因素及控制措施。Based on the cost composition of engineering construction projects and from the perspective of the construction unit,this paper analyzes the matters needing attention in the bidding quotation of the project at the bidding stage.According to the actual characteristics of the water conservancy project,this paper analyzes the relationship between the project progress,quality objectives and costs in the construction phase,and expounds the factors affecting the costs in the implementation phase of the project and the control measures.
