推进农业农村现代化与加快建设农业强国

摘　　要：农业强国建设与推进农业现代化是互为内涵、互为促进的关系,农业现代化具有客观认定特点,农业强国概念具有主观认同特征。建设农业强国是一个比农业现代化要求更高、更全面的发展行动。从国际经验看,凡是进入发达的高收入国家行列的经济体,其农业农村都实现了现代化,但只有少数国家发展为农业强国。经过40多年的快速发展,我国推进农业农村现代化、加快建设农业强国的基本条件已经得到明显改善,但是,在我国迈上中高收入阶段后,特别是2015年以来,推进农业农村发展的外生拉力强度开始变弱,农村内生动力系统性支撑也表现不足。为此,论文提出围绕三个提高、强化外生拉力、激活内生动力,构建一批优先发展的机制,以推进农业农村现代化,加快建设农业强国。The construction of an agricultural power and the promotion of agricultural modernization are the relationships of intersecting connotation and mutual promotion.Agricultural modernization has objective recognition characteristics,and the concept of an agricultural power has subjective identification characteristics.Building an agricultural power is a higher requirements and more comprehensive development than agricultural modernization.According to international experience,all of developed highincome countries have achieved modernization in their agriculture and rural areas,but only a few countries have developed into agricultural powers.After more than 40 years of rapid development,the basic conditions for China to promote agricultural and rural modernization and accelerate the construction of an agricultural power have been significantly improved.However,after entering the middle to high income stage in China,especially since 2015,the external pulling force for promoting agricultural and rural development has begun to weaken,and the systemic support for rural endogenous power has also been insufficient.Therefore,this paper proposes to construct a series of priority mechanism ideas and countermeasures and suggestions around three aspects improving,strengthening external pulling force,and activating internal driving force.
