摘　　要：棉花在我国是仅次于粮食的大宗农产品,关系基本民生保障和基础产业体系安全,是重要的战略性物资。长期以来,受农资价格上升等因素影响,我国棉花种植的生产成本逐渐增加,市场价格波动幅度较大,市场风险大,加剧了棉农种植收益的不稳定性,对棉农种植积极性产生较大影响。为了稳定棉花价格、保护棉农植棉积极性和植棉利益,政府相继出台了一些棉花种植支持保护政策。论文在对我国现有棉花种植差别化补贴政策、棉花目标价格保险试点现状进行全面分析的基础上,提出借鉴美国利用农业保险支持棉花种植业的经验、发展棉花区域收入保险的建议。Cotton is second only to grain in China's bulk agricultural products and an important strategic material,which is related to the security of basic livelihood and the security of basic industries.For a long time,affected by factors such as the rising price of agricultural materials,the production cost of cotton planting in China has gradually increased and the market price fluctuation range is large,the market risk is large,which has intensified the instability of cotton farmers'planting income,and has a great impact on the planting enthusiasm of cotton farmers.In order to stabilize the price of cotton and protect the enthusiasm and interests of cotton farmers,the government has issued some policies to support and protect cotton planting.Based on a comprehensive analysis of China's existing differentiated subsidy policy for cotton planting and the status quo of cotton target price insurance pilot program,this paper puts forward the suggestion of learning from the experience of the United States in using agricultural insurance to support cotton planting industry and developing cotton regional income insurance.
