湘鄂黔旅游产业的经济带动效率评价及提升对策

摘　　要：旅游业的提质升级、产业优化、效率提升能够有效推动旅游经济由粗放型向集约型转变,实现旅游业高质量发展。基于产出导向的Super-SBM模型测算湘鄂黔36个地级市(自治州)的旅游产业经济带动效率,利用ArcGIS分析其时空特征和演化规律。结果表明:研究期间,湘鄂黔旅游产业经济带动效率呈“V”形变化轨迹,总体未达到最佳有效状态,还有较大的技术进步和结构优化空间。湘鄂黔旅游产业经济带动效率表现出明显的时空分异特征:(1)省级层面,呈现“湖北省>贵州省>湖南省”的效率状态;市级层面,则呈现“省会城市及其周边区域为高效率聚集区,省际边界接壤区为低效率聚集区”的空间分异特征。(2)空间变化趋势则表现为“北低南高,东西高中间低”,低效率区聚集在与湘鄂黔三省接壤的武陵山集中连片特困区。在此基础上,从投入和产出角度探讨不同地理区域提高旅游产业经济带动效率的对策,以期为湘鄂黔旅游产业经济带动效率的提升、旅游业高质量发展提供决策参考。The upgrading of tourism,industrial optimization and efficiency can effectively promote the transformation of economy from extensive form to intensive form,and achieve high-quality development of tourism.Based on the output-oriented Super-SBM model,this paper calculates the tourism driving efficiency of 36 prefecture-level cities in Hunan,Hubei and Guizhou.The results show that the tourism driving efficiency of Hunan,Hubei and Guizhou shows a"V"-shaped changing track,and there is still a large space for technical progress and structural optimization.The tourism-driven efficiency of Hunan,Hubei and Guizhou shows the obvious characteristics of time and space differentiation:(1)At the provincial level,it shows the efficiency state of"Hubei Province>Guizhou Province>Hunan Province";The results show that the provincial capital and its surrounding areas are high-efficiency gathering areas,and the inter-provincial border areas are low-efficiency gathering areas.(2)The trend of spatial change is"low in the north and high in the south,high in the east and the west,Low in the median".The low-efficiency areas are concentrated on the contiguous areas of Wuling Mountains,which border the three provinces of Hunan,Hubei and Guizhou.On this basis,the paper discusses the countermeasures of improving tourism driving efficiency in different geographical regions from the perspectives of input and output,so as to provide reference for Hunan,Hubei and Guizhou to enhance tourism driving efficiency and promote high-quality development.
