京津冀协同发展中期效果评估研究——基于河北省县域经济增长的视角

摘　　要：依据到北京距离200 km来划分京津冀协同发展战略的实验组和对照组,采用双重差分法,研究了京津冀协同发展对河北县域经济增长的影响,从而对京津冀协同发展的中期效果进行了评估。研究发现:京津冀协同发展对距离北京200 km以内的河北县域经济增长起到了正向促进作用,相较于对照组,京津冀协同发展对实验组县域经济增长贡献为40.74%,说明京津冀协同发展战略实施以来,北京对于周边地区的扩散效应超过了虹吸效应,北京很好地带动了周边河北地区的发展。从不同功能区来看,京津冀协同发展战略对中部核心功能区和西北部生态涵养区内距离北京200 km以内的河北县域经济增长都有着积极的正向作用,但是中部核心功能区可能是通过提高第三产业增加值进而促进经济增长,而西北部生态涵养区第三产业可能存在“过饱和”趋势,不利于该区域县域经济增长。In this paper,the impact of Beijing-Tianjin-Hebei coordinated development on the economic growth of Hebei counties was investigated based on the distance to Beijing of 200 km between the experimental group and the control group,using the double difference method,so as to evaluate the medium-term effect of Beijing-Tianjin-Hebei coordinated development.The study found that the economic growth of Hebei counties within 200 km of Beijing was positively promoted by the Beijing-Tianjin-Hebei coordinated development,and the contribution of Beijing-Tianjin-Hebei coordinated development to the economic growth of counties in the experimental group was 40.74%compared with that of the control group.From the perspective of different functional areas,the Beijing-Tianjin-Hebei coordinated development strategy has a positive effect on the economic growth of both the central core functional area and the northwest ecological conservation area,which is 200 km away from Bejing.However,the central core function area may promote economic growth by increasing the added value of tertiary industry,while the tertiary industry in the northwestern ecological cultured area may have an"oversaturation"trend,which is not conducive to the economic growth of counties in this area.
