“医养结合”背景下中央与地方政府智慧健康养老政策比较研究

摘　　要：目的/意义对比“医养结合”背景下中央与地方智慧健康养老政策主题呈现的异同点,归纳其主题变化趋势。方法/过程收集中央政府和长三角地区政府发布的智慧健康养老相关政策,通过结构主题模型识别其中出现的主题,并分析中央与地方、年份这两组协变量对主题的影响。结果/结论智慧健康养老政策主题可以归并为4类。相较于中央政府,长三角地区政府更偏向于发布智慧健康养老试点示范和智慧健康养老产业等主题的政策。Purpose/Significance To compare the similarities and differences presented by the central and local policy themes of smart health and elderly care under the background of medical support integration,and to summarize the trend of policy themes change.Method/Process Policies related to smart health and elderly care issued by the central government and the governments of Yangtze River Delta are collected.The structural topic model is used to identify the themes emerging from the policies,and the influence of the central/local and year covariates on the themes is analyzed.Result/Conclusion The research results show that the themes of smart health and elderly care policy can be grouped into four categories.Compared to the central government,the governments of Yangtze River Delta are more inclined to release policies on topics related to smart health and elderly care pilot demonstration and smart health and elderly care industry.
