摘  要:地级市作为我国城市现代化建设的基础单元,其主政官员是推动地方现代化治理的中坚力量,因此,研究领导干部晋升时间及其影响因素对于理解我国干部人事制度、推动地方治理现代化具有重要意义。本文通过搜集全国293个地级市的党政“一把手”简历,编码形成包含543个样本的一手数据并进行OLS回归。一方面,通过分析教育背景和职业经历对晋升时间的影响,研究领导干部晋升的经验逻辑;另一方面,基于教育背景与职业经历的交互效应,分析两者对晋升的共同影响。研究表明,教育背景(即“学”)和职业经历(即“仕”)均会影响干部晋升时间。具体而言:(1)能够反映专业能力的受教育程度及毕业院校特征均正向影响领导干部的晋升,具有省级党政机关和跨领域任职经历的领导干部,其晋升时间较短;(2)专业背景在地市级党政领导干部晋升中的作用呈现出均衡化特征;(3)教育背景调节了省级党政机关任职经历、跨领域任职经历及任职部门数量对晋升的影响;(4)党政二元序列具有差异化晋升标准。Prefecture-level cities,serving as the fundamental building blocks of urban modernization in China,are governed by leading cadres who form the backbone in propelling local modernized governance.Consequently,undertaking a study on the promotion among leading cadres and their influencing factors assumes paramount significance in gaining insights into China’s cadre personnel system and advancing the modernization of local governance.This study employs a primary dataset comprising 543 samples,obtained by collecting the resumes of the Party and government leaders(“yibashou”)from 293 prefecture-level cities across the nation.The data is coded and subjected to OLS regression analysis.On the one hand,the influence of educational background and career experience on promotion time is examined,thereby exploring the experiential logic of cadre promotion.On the other hand,the study analyzes the combined impact of education background and career experience through their interaction effects on the promotion.Research indicates that both educational background and career experience have an impact on the promotion time.Specifically,(1)the level of education that reflects professional competence and the characteristics of the graduate institution positively influence the promotion of leading cadres.Leaders who have served in provincial agencies or have cross-domain work experience tend to experience shorter promotion timelines.(2)The role of professional background in the promotion of prefectural-level leaders exhibits a characteristic of balanced influence.(3)Educational background moderates the effects of provincial-level party and government experience,cross-domain experience,and the number of departments served on promotion.(4)The binary sequence of Party and government positions has differentiated promotion criteria.
