摘　　要：国际合作是北极治理的必然选择,中国参与北极事务受现行国际相关法律法规的保护,应加强中国参与北极事务实践的策略研究。基于对日本、韩国、德国和英国等非北极国家参与北极事务相关文献、法律法规、政策文件的系统梳理,概括四国实践的特征、异同和主要原因,结合中国参与北极事务的目的、特征与挑战,可以得出中国参与北极事务的路径建议如下:多形式多边合作、推进北极事务国际化、完善北极科考机制、开拓北极航线和加强次区域合作。International cooperation is the inevitable choice for Arctic affairs.China’s participation in the Arctic affairs is protected by the existing international laws and regulations,and it is necessary to strengthen the strategic research of China’s participation in the practice of Arctic affairs.Based on a systematic review of relevant literature,laws,regulations and policy documents,this paper summarizes the practical characteristics,similarities and differences,and main reasons of non-Arctic countries’participating in Arctic affairs,including Japan,South Korea,Germany and the United Kingdom.In combination with the purpose,characteristics and challenges of China’s participation in Arctic affairs and the participation practices of the above non-Arctic states,this paper puts forward suggestions and approaches for China’s participation in Arctic affairs.China has legitimate rightand obligation to participate in Arctic affairs under the current relevant international rules.Non-Arctic countries such as Japan,South Korea,Germany,and the United Kingdom have accumulated a lot of experience in participating of Arctic affairs.The way for China to participate in Arctic affairs includes getting involved in Arctic affairs in various forms and multilateral cooperation andsoon.
