路侧违章停车黑点识别及成因分析

摘　　要：随着城市机动车保有量的急剧增加,城市停车供需矛盾日益显著,路侧违章停车现象也更加突显。为探究路侧违章停车的分布规律及形成原因,结合GIS(geographic information system,地理信息系统)空间分析和聚类分析,提出了一种基于网格K-means(K均值)聚类分析的违停黑点识别方法。利用南京市秦淮区2021年的路侧违停数据识别出该区域的路侧违停黑点,据此分析违停黑点的道路环境特征,提取出老旧小区、购物广场、旅游景点三大典型违停场景,采用问卷调查的方法,总结出从众心理、路侧停车泊位供应不足、公共停车场距离较远、公共停车场收费标准较高、停车意识和法制观念淡薄、管理部门监督执法不严格等六大路侧违章停车的主要成因,为相关部门制定政策措施提供理论依据。With the rapid increase of urban motor vehicle ownership,the contradiction between urban parking supply and demand is becoming more and more significant,and the phenomenon of roadside illegal parking is becoming more and more prominent.In order to investigate the distribution pattern of roadside illegal parking and the reasons for its formation,a method of illegal parking black spots identification based on grid K-means cluster analysis is proposed by combining GIS spatial analysis and cluster analysis.Using the roadside illegal parking data of Nanjing Qinhuai District for the whole year of 2021,the research identifies the roadside illegal parking black spots in the area,analyzes the road environment characteristics of the illegal parking black spots,extracts three typical illegal parking scenarios in old neighborhoods,shopping plazas and tourist attractions,and uses the questionnaire survey to summarize the six main causes,including herd mentality,insufficient supply of roadside parking spaces,long distance from public parking lots,high public parking fees,low awareness of parking and the law,and lax supervision and enforcement by management departments,which can provide theoretical basis for relevant departments to formulate policies and measures.
