摘　　要：英国《汉萨德辩论》在1803至1878年间实现从私人出版物至半官方出版物的转变。在下议院议员对议会辩论报告的要求经历“一份议会辩论报告”到“一份权威的”再到“一份官方的议会辩论报告”的转变的同时,小汉萨德对于设立官方辩论报告的态度也发生转变。由于《汉萨德辩论》的读者始终相对有限,英国政府得以采取政府购买和资助《汉萨德辩论》的政策,调整它的出版计划、出版内容、编排方式、编排工作,最终将其收入半官方的管理体系中。这是汉萨德公司与英国政府共同作用的结果。The Hansard’s Parliamentary Debate in Britain changed from a private publication to a semi-official publication between 1803 and 1878.At the same time that the demand for parliamentary debate reports in the House of Commons changed from“a parliamentary debate report”to“an authoritative”to“an official parliamentary debate report”,Hansard’s attitude towards the establishment of an official debate report also changed.Since the readership of The Hansard’s Parliamentary Debate was always relatively limited,the British government was able to adopt the policy of government purchase and funding of The Hansard’s Parliamentary Debate,adjusted its publication plan,publication content,arrangement and arrangement work,and finally included it in the semi-official management system.This was the result of a joint effort between Hansard and the British government.
