公共管理视阈下高校档案服务社会化研究

摘　　要：档案是党和国家及人民各领域活动的忠实记载,对推动我国各项事业全面建设、推进国家和社会治理现代化有重要的意义。在保证党和人民的根本利益不受侵害的前提下,最大限度地向社会提供档案服务是现代档案服务的宗旨。文章从公共管理视阈入手,探讨高校档案服务社会化理念、制约高校档案服务社会化程度的各种因素、目前我国高校档案服务普遍存在的问题,从服务依据、服务资源、服务机制、服务形式、服务队伍五方面进行分析,多角度对提高高校档案服务社会化水平提出策略。Archives are faithful records of the activities of the Party and the State and the people in all fields,and are of the great significance in promoting the comprehensive construction of all our undertakings and the modernization of the state and social governance.On the premise of ensuring that the fundamental interests of the Party and the people are not infringed upon,it is the purpose of modern archival services to provide archival services to society to the maximum extent possible.Starting under the perspective of public management,this paper discusses the concept of socialization of archival services in colleges and universities,various factors that restrict the degree of socialization of archival services in colleges and universities,the problems that exist generally in the archival services in colleges and universities at present in our country,analyzes five aspects of service basis,service resources,service mechanism,service form and service team,and puts forward the strategies for improving the socialization of archival services in colleges and universities from multiple perspectives.
