摘　　要：The Internet plays a vital role in the life of every country,and cyberspace is essential for economic development and political communication.However,the development of the Internet has also brought about a new form of warfare between countries,that is,the use of the Internet to launch attacks that cause economic or human damage to a country.The question of how to redress an attack on a country through the Internet has become an urgent issue.This paper analyzes the importance and characteristics of cyberwarfare in modern warfare against the background of the Russia-Ukraine conflict in 2022,explores the concept of the right to self-defense in cyberspace and the dilemma of its application,and concludes with recommendations and insights.
