摘　　要：尝试构建一个以生命周期理论为基础的效用函数,考察农村养老保险缴费激励机制对农民收入和消费的作用.研究表明:农村养老保险的缴费激励机制是推动农民收入增长和消费增加的重要动力;其中,该机制通过增加财政补贴的数额,促进养老金收入的增长,提升农民收入;而农民消费水平的提升是由于机制下养老金收入增长改善了农民对未来消费的预算,从而带来了消费水平的增加.进一步拓展分析发现:地区间影响效果存在差异,东部地区的缴费激励机制对农民收入正影响最优,但对家庭消费具有负影响.因此本研究提倡在继续推广缴费激励机制的前提下,对不同收入的农民采取不同策略,即对高收入者进一步采取缴费激励措施,而对低收入者设置缴费下限,使得该激励效果更明显.We attempted to construct a utility function based on the life cycle theory,and from the perspective of theoretical deduction,the rural endowment insurance premium had a positive effect on the income and consumption of rural residents.The study shows that the payment incentive mechanism of the rural old-age insurance is an important motive force to promote the increase of the income and consumption of the rural residents,it has the function of increasing the income of the rural residents,and the increase of the consumption level is due to the increase of the basic pension under the mechanism,which raises the budget of the rural residents for the future consumption,thus bringing the increase of the consumption level.Further analysis shows that there are differences among regions,and the payment incentive mechanism in the eastern region has the best positive effect on family income,but has a negative effect on family consumption.Therefore,we advocate adopting different strategies for rural residents with different incomes on the premise of continuing to popularize the incentive mechanism for payment,namely,further adopting incentive measures for high-income people to pay fees,setting a lower limit for low-income people to pay fees,to increase the impact of the mechanism.
