安徽省黄山市推进动物强制免疫“先打后补”政策的有关思考

摘　　要：根据国家重大动物疫病强制免疫政策规定,2017年黄山市在全市实施动物强制免疫疫苗“先打后补”政策试点。通过政策引领、会议推动、试点示范等措施,有序推进强制免疫“先打后补”政策实施,在推进养殖场(户)强制免疫主体责任落实,提升重大动物疫病防控能力等方面效果显著。但是在政策实施过程中发现了动物防疫体系弱化、工作开展不平衡、养殖场(户)积极性不高等问题,由此提出强化动物防疫体系建设、增强免疫服务供给能力、优化政府服务水平等思考,以期为全面推进动物强制免疫“先打后补”工作提供参考。In 2017,the policy of"vaccination followed by subsidy"in animal compulsory vaccination was piloted across Huangshan City in accordance with national policy of compulsory vaccination for major animal diseases through a series of measures including policy guidance,promotion via conferences,pilot demonstration,etc.,and remarkable results were achieved in the implementation of compulsory vaccination responsibilities of farms/households and improving the capacity for fighting against major animal diseases.However,some problems appeared during the process,such as weakened systems for animal disease prevention,unbalanced work,and lack of enthusiasm of farmers.To this end,some recommendations were thereby put forward,such as strengthening system construction for animal disease prevention,increasing the supply of immunization services,and optimizing the level of government services,with a view to providing a reference for comprehensively implementing the policy of"vaccination followed by subsidy"in animal compulsory vaccination.
