摘　　要：新时代十年我国粮食安全发展取得巨大成就,为伟大变革和实现“稳定”奇迹奠定了扎实根基。在新时代新征程中,将粮食安全主动权紧紧掌握在自己手中必须全方位夯实粮食安全根基。全方位夯实粮食安全根基是深入贯彻“以人民为中心”的发展思想,满足人民日益增长的美好生活需要的必然要求;是坚持“大农业观”“大食物观”,催生粮食产业新需求新供给新业态的现实需要;是加快构建“新发展格局”,推进农业高水平对外开放的急迫需要;是坚持“绿水青山就是金山银山”理念,站在人与自然和谐共生的高度谋划发展的内在要求。加强能力建设既是党和国家长期以来坚持的政策主张,也是增强历史主动的重要依托,更是新征程中全方位夯实粮食安全根基的关键举措。全方位夯实粮食安全根基需要在体制机制、资源保障、科技支撑、种业发展、收益保障、生产主体、结构调整、非常规农业等方位发力加强粮食生产能力建设,夯实粮食产能基础;在拓宽进口来源、参与全球治理和区域安全合作等方位发力加强全球治理能力建设,夯实粮食供应链韧性;在粮食储备轮换、粮情监测预警和粮食流通体系等方位发力加强应急管理能力建设,夯实粮食调控基础。China has made great achievements in food security development in the new era,laying a solid foundation for great changes and the miracle of“stability”.In the new era and new journey,we must keep the initiative of food security in our own hands and consolidate the foundation of food security in all aspects.To consolidate the foundation of food security is the necessary requirement of implementing the“people-centered”development thought,accelerating the construction of the“new development pattern”,promoting the high level opening of agriculture;the“big agriculture view”,“big food view”,the new demand,new supply and new forms of food industry,and the concept of harmonious coexistence between man and nature.At the same time,strengthening capacity building is not only a policy and proposition of the Party and the state for a long time,but also an important support for strengthening the historical initiative,and a key measure to consolidate the foundation of food security in all aspects on our new journey.Strengthening the foundation of food security in all aspects can be summarized as consolidating the foundation of grain production capacity,supply chain resilience and regulation.It is necessary to strengthen grain production capacity from system mechanism,resource guarantee,scientific and technological support,seed industry development,income guarantee,production subject,structural adjustment,food supply chain,grain reserve rotation,grain situation monitoring and early warning and food circulation system,and strengthen the foundation of food regulation.
