成南达万高铁沿线经济走廊建设的实施路径研究

摘　　要：成南达万高铁沿线经济走廊建设是四川省委第十二次党代会做出的重大决策,对此进行深入研究具有重大的理论价值和实践意义。经济走廊建设具有高铁规划稳步推进、高铁线路战略地位突出、高铁线路辐射带动作用明显、高铁沿线发展前景广阔、高铁沿线重大战略叠加带来的发展机遇巨大、高铁沿线资源禀赋富集独特等有利条件,但也面临产业结构同构、各节点城市经济体量较小且增速缓慢、要素吸纳能力不足、基础设施建设欠账较多、沟通合作机制亟待深化等突出困难,只有坚持思想引领为魂、统筹规划为要、产业支撑为重、基础设施建设为先、要素吸纳为本、沟通协作为急的发展路径,才能推动经济走廊建设尽快取得实质性进展。The Construction of Economic Corridor along the high speed railway through Chengdu,Nanchong,Dazhou and Wanzhou is a significant decision made by the 12th congress of Sichuan Provincial Committee of CCP.It is of great theoretical value and practical significance to conduct a deep research on it.The construction of economic corridor has favorable conditions such as steady progress in high speed rail planning,prominent strategic position of high speed railway,obvious effect driven by the high speed railway,broad development prospects along the high speed railway,huge development opportunities brought by the superposition of major strategies along the high speed railway,and unique endowment of resources along the high speed railway.But it faces prominent difficulties such as similarity in industrial structure,small economic size and slow growth rate of related cities,insufficient capacity to absorb economic elements,relatively high debt in infrastructure construction,and urgent need to deepen the mechanisms of communication and cooperation.Substantial progress in the construction of the economic corridor can not be made as soon as possible,unless we persist in the development measures of ideological guidance,overall planning,industrial support,infrastructure construction,economic elements absorption,effective communication and efficient cooperation.
