市域社会治理现代化的“协同短板”及其强化路径

摘　　要：新时代,以构建协同共治体系为抓手,高质量推进市域社会治理现代化,有其逻辑必然性。检视近年来的试点经验发现,虽不少方面成效显著,但在市域社会治理的空间逻辑、时间逻辑、能力逻辑等方面仍然存在普遍性的“协同短板”,直接制约着市域社会治理现代化的纵深推进。基于此,市域社会治理改革实践需要全面查找并补强“协同短板”,确立协同价值、优化协同机制、激发协同活力,发挥好协同治理的“乘数效应”,高质量服务于市域社会治理现代化。In the new era,it is logical inevitability to build a cooperative governance system to promote the modernization of municipal social governance with high quality.After reviewing the pilot experience in recent years,it is found that although local governments have achieved remarkable results,there are still universal"collaborative shortcomings"in the spatial logic,temporal logic and capacity logic of municipal social governance,which directly restrict the in-depth promotion of the modernization of municipal social governance.Based on this,the practice of municipal social governance reform needs to comprehensively find and strengthen the"weak points of collaboration",establish the value of collaboration,optimize the mechanism of collaboration,stimulate the vitality of collaboration,give full play to the"multiplier effect"of collaborative governance,and serve the modernization of municipal social governance with high quality.
