设立自贸试验区改善城市碳排放了吗?

摘　　要：作为实现高质量发展的重要举措,设立自贸试验区是否推动了经济社会发展绿色化、低碳化转型,目前仍未得到学术界关注。文章基于2008—2018年中国城市面板数据,系统研究了设立自贸试验区对于碳排放的影响,以期填补这方面研究的空白。考虑了内生性问题之后的回归结果显示,设立自贸试验区可以通过促进产业结构升级、激励绿色技术创新等渠道显著降低碳排放,对于沿海自贸试验区以及第三批次自贸试验区而言,这种碳减排效应更为明显;此外,设立自贸试验区产生的碳减排效应存在负向空间溢出效应,即设立自贸试验区增加了临近城市的碳排放。本文的研究结论不仅拓展了评价自贸试验区政策效果的研究维度,同时也为我国推动贸易、投资与生态环境和谐发展提供了经验依据和政策参考。As an important initiative to achieve high-quality development,the establishment of the pilot free trade zone has not received much attention from the academic community regarding its role in promoting the green and low-carbon transformation of economic and social development.This article addresses this research gap by systematically studying the impact of establishing the pilot free trade zone on carbon emissions using panel data from Chinese cities for the period 2008-2018.The regression results,which consider the endogeneity issue,show that the establishment of the pilot free trade zone can significantly reduce carbon emissions through the channels of promoting industrial structure upgrading and stimulating green technological innovation.Such carbon emission reduction effect is more obvious for coastal pilot free trade zone and those of the third batch.Besides,there is a negative spatial spillover effect on the carbon emission reduction effect generated by the establishment of pilot free trade zone,i.e.,the establishment of pilot free trade zone increases increases carbon emissions in nearby cities.The findings of this article not only expand the research dimension for evaluating the policy effects of pilot free trade zone,but also provide an empirical basis and policy reference for promoting the harmonious development of trade,investment and ecological environment in China.
