摘　　要：党的二十大报告强调要深入实施“创新驱动发展战略,开辟发展新领域新赛道,不断塑造发展新动能新优势”。文章认为,科学驱动的创新正是能够开辟新领域新赛道的创新,我国亟待积极有效地活跃科学驱动的创新。相应地,我们应有效构建有利于科学驱动的创新的社会生态:将“活跃科学驱动的创新”明确作为新的国家战略;积极有效地营造有利于科学家创新创业的社会氛围;多途径大幅度提升全社会科学研究经费投入规模;用“接力研发”来构建“科学驱动的创新”的创新链;用科学驱动的创新的逻辑重构高水平院所及大学的科研成果转化机制;充分重视国家级科研机构与央企在科学驱动的创新中的作用。The political report to the 20th CPC National Congress stressed the need to fully implement“the innovation-driven development strategy and open up new areas and new arenas in development and steadily foster new growth drivers and new strengths.”This paper holds that science-driven innovation is just the innovation that can open up new areas and new arenas,so it is urgent for us to actively and effectively activate science-driven innovation.Accordingly,we should effectively build a social ecology conducive to science-driven innovation,which needs us to treat“active science-driven innovation”as a new national strategy,actively and effectively create a social atmosphere conducive to scientists'innovation and entrepreneurship,significantly increase scientific research funding in various ways,use“relay RD”to build the innovation chain of“science-driven innovation”,reconstruct the transformation mechanism of scientific research achievements of high-level institutes and universities with the logic of science-driven innovation,and pay full attention to the contributions of national research institutions and central government enterprises in driving science-driven innovation.
