逆向压力型体制与农村基层政府空转执行的形成逻辑——基于粤西L镇数字资源下沉的考察

摘　　要：乡村振兴背景下,国家大力推进资源向基层倾斜和下沉,以提高农村基层政府治理能力和效率。调研发现,某些基层政府承接了大量下沉资源,但为何陷入疲于应付、忙而无效的“空转”状态?现有研究多从行政压力型体制和基层政府策略主义行为进行解释,而忽视了农村社会结构的解释面向。文章从国家与社会关系范式出发,通过对粤西L镇的案例分析,提出逆向压力型体制的解释框架。文章认为:逆向压力型体制不同于行政压力型体制,其关涉基层面对民生诉求时所承受的如何精准和精细回应的压力,以及由此而倚重情感关怀的治理体系;乡土社会对细致入微的情感治理的依赖,致使普遍性的技术治理在民生诉求回应中失准,从而造成农村基层的空转执行。因此,在推动资源向基层下沉时,需要警惕技术“负能”现象,有针对性地推进相关政策和供给资源。Against the background of rural revitalization,the Chinese government promotes the channeling of resources to the grassroots level in order to improve the governance capabilities and efficiency of rural grassroots governments.However,research has shown that some grassroots governments have taken on a large number of channeled resources,but are trapped in a busy but ineffective“idle”state.Existing research largely explains this phenomenon through the administrative pressurized system and strategic behavior of grassroots governments,while ignoring the role of the rural social structure.This article proposes an interpretation framework for the reverse pressurized system based on the paradigm of the national and social relationship,and through a case study of L Town.The study found that the reverse pressurized system is different from the administrative pressurized system,as it involves the pressure faced by grassroots levels on how to respond accurately and precisely to people's livelihood demands,and the governance system that relies on emotional care as a result.The dependence of rural society on meticulous emotional governance has led to a mismatch between technology governance and people's livelihood demands response,resulting in idle execution of rural grassroots governments.Therefore,in promoting the channeling of resources toward the grassroots level,it is necessary to be wary of“negative”technology phenomena and to promote relevant policies and supply resources in a targeted manner.
