同构分责:数字政府建设中的纵向间政府职责配置——对广东“省-市-区”三级的调查研究

摘　　要：纵向间政府职责配置对于数字政府建设至关重要,令人感兴趣的是,作为一项“跨层级、跨部门”的治理创新,数字政府建设中的纵向职责配置有何特点,受什么因素影响?对广东省的案例追踪发现:第一,数字政府建设中的纵向职责配置呈现出从条块分散到“同构分责”的特点,“省-市-区”主管机构同构化、职责差异化。省级部门统筹平台建设为主,市、区级偏重应用创新。第二,其转化受三重因素影响:一是“以效统构”,以效能为导向的自上而下改革推动形成“部门同构”;二是“以用分责”,不同层级政府因不同任务设置差异化职责;三是“因时异责”,数字政府主管机构的履责重心因改革任务而变化,前期的数字平台建设更加突出“统”的作用,后期聚焦效能提升更加突出“分”的作用。第三,未来,要在区域统筹基础上,制定数字政府建设权责清单和时序路线图,并给予相应资源保障,形成“分类确责”的纵向间政府职责体系。The vertical government responsibilities are vital to the construction of digital government.The case tracking of Guangdong Province shows that:the distribution of inter-government responsibilities in the building of digital government presents a transformation from scattered responsibilities to isomorphism institution but responsibilities division.Provincial departments mainly plan the platform construction,local governments lay particular stress on application innovation.The mode is influenced by three factors:firstly,the top-down reform oriented by efficiency has promoted the formation of"departmental isomorphism";secondly,"the division of responsibilities by application",different levels of government set different responsibilities based on tasks;the third is"different responsibilities according to the time",the focus of digital government authorities'responsibilities changes according to the reform tasks,and the role of"unification"is more prominent in the early stage of digital platform construction,while the role of"division"is more prominent in the later stage of focusing on efficiency improvement.In the future,the resource allocation mechanism of all-area coordination,the responsibilities list and the road map of digital government are needed.
