“一核三治”乡村治理体系下的控制权配置与转移路径——一项纵深性个案研究

摘　　要：党的二十大指出,在社会基层坚持和发展新时代“枫桥经验”,完善正确处理新形势下人民内部矛盾机制。全面实施乡村振兴战略背景下,本文结合控制权理论、委托代理理论和以人民为中心思想,对天津市蓟州区小穿芳峪村“一核三治”乡村治理体系下控制权的配置逻辑进行分析后发现:基层党组织通过发挥在双向委托代理关系中的耦合中枢作用,协调多元治理主体来重组治理结构,并促发控制权向下配置,使乡村治理体系形成相互协作的链式结构和全过程人民民主的实践形态,进而解决乡村治理现代化过程中的利益共谋和非均衡困境,推动共同富裕结果的涌现。据此提出“一核三治”乡村治理体系下控制权转移的助推策略,以期避免全面乡村振兴陷入系统性危机和内耗困境。In the report of the 2Oth National Congress of the Communist Party of China,it was pointed out that the"Fengqiao Experience"of the new era should be adhered to and developed at the grassroots level,and the mechanism of correctly handling internal conflicts among the people under the new situation should be improved.In the context of comprehensive implementation of the rural revitalization strategy,backed up by the theory of control right,principal-agent theory and the people-centered philosophy of development,this paper makes an analysis on the operation logic of control allocation under the"Party Organization-led Rural Community Governance System Featuring a combination of Self-governance,Rule of law,and Rule of virtue"of Xiaochuanfangyu Village,Jizhou District,Tianjin.The results showed that the primary-level Party organizations could reconcile the multiple governance subjects to restructure the rural governance structure and promote the downward allocation of control right by harnessing the role of coupling center in the two-way principal-agent relationship.As a result,a chain structure of mutual cooperation and a whole-process practical form of people's democracy take shape in rural governance system,and settle down the interests collusion and unbalanced dilemma amid the rural governance modernization,promoting the fruits of common prosperity to emerge in a large flow.This thesis puts forward boosting tactics for control transfer under rural governance system of the"Party Organization-led Rural Community Governance System Featuring a Combination of Self-governance,Rule of law,and Rule of virtue".These measures are expected to avoid comprehensive rural revitalization being trapped into systematic crisis and internal friction.
