工作专班:应对临时性任务的政府组织形式创新

摘　　要：除了常规部门外,我国政府组织体系中还新设了跨部门合作、承担临时性重大专项任务的工作专班。工作专班是对常规部门的有效补充,已成为各级政府推进、解决重要工作的抓手。目前政府很多重大决策部署和专项重点任务都以成立工作专班的方式加以落实、推进并快速解决。工作专班是中国特色的组织形式,是建设人民满意的服务型政府的创新性实践。从组织形态看,工作专班的组织结构、人员构成、人员数量、领导角色都具有独特性。从生成机理和组织属性看,工作专班是任务型组织,通过跨部门合作,整合资源、协同常规组织合作行动,弥补了科层制组织的隔离缺陷,解决了常规组织的合作难题。从行动优势看,工作专班以合作共治理念高效行动、以开放的组织结构适应任务环境、以自主行动创新性实施工作方案、以聚焦特定任务目标提升治理效能,取得了良好的治理效果。In addition to the conventional departments,our government organization system has also established a special form of organization,namely Special Work Team to cooperate across departments and undertake temporary major special tasks.As an effective supplement to conventional sectors,Special Work Team has become a grip for governments at all levels to promote and solve important works.At present,the deployment of major government decision-making and the implementation of special key tasks,most of them are implemented,promoted and solved quickly by establishing the Special Work Team,which is an organizational phenomenon with Chinese characteristics and an innovative practice of building a service-oriented government that satisfies the people.It is an innovation in the form of government organization which is different from conventional sectors because of its special structure,personnel composition and quantity,and leadership role.From the perspective of generation mechanism and organizational attributes,Special Work Team is a task-oriented organization,which integrates resources and cooperates with conventional organizations through inter-departmental cooperation,making up for the isolation defects of section system organizations and solving the cooperation problems of conventional organizations.From the viewpoint of operational advantages,Special Work Team has achieved good governance effects by co-operating to govern efficiently,adapting to the task environment with an open organizational structure,implementing innovative work programs with autonomous actions,and enhancing governance effectiveness by focusing on specific task objectives.
