摘 要:当下国家层面正式着手推进城市更新行动,主动顺应我国城市化发展的阶段变化,助推城市更新的模式转型。在实践层面,城市更新正在发生着场域变革,涉及发展导向、主导角色、权力层级、资本类型和社会效益等方面,核心特征是由增长逻辑向“共治体制”的转化。城市扩张期,土地财政和增长联盟主导的空间生产导致城市粗放扩张,社会矛盾累积。这些弊病藉由有机更新及共治体制出现转机,后者在助力城市更新有效实现的同时,更促进了其与基层治理的有机衔接。在南京小西湖街区等更新实践中,即是以区属平台公司和街道为代表的基层治理主体会同专业规划角色,形成有机分工,相互赋权赋能,并通过“产权经纪人”、“双甲方模式”、类型学地图等路径,共同服务于原住居民的“城市权利”。China has officially started to promote the urban renewal action,conforms to the phased changes in our country's urbanization process and helps to promote the transformation of urban renewal models.At the practical level,urban renewal is undergoing a field change,especially in terms of development orientation,dominant role,power hierarchy,capital type,and social benefits.The core feature of the renewal is the transformation from a growth logic to a co-governance institution.During urban expansion,the spatial production led by land finance and growth alliances led to extensive urban expansion and accumulation of social contradictions.These ills were turned around by urban organic renewal and co-governance institution.It not only promotes the effective realization of urban renewal,but also promotes its organic connection with grass-roots governance.Through the analysis of cases such as Nanjing Xiaoxihu District,following conclusions were yielded:The professional planning roles and the basic governance bodies represented by districtowned platform companies and street offices have formed a relationship of organic division of labor and mutual empowerment.And they jointly serve the"right to the city"of urban residents through various paths such as"property manager"and typological maps.
