新时代民主话语体系建构的内在机理——基于话语权的视域

摘　　要：人民民主是社会主义的生命,是全面建设社会主义现代化国家的应有之义。党的十八大以来,以习近平同志为核心的党中央牢牢把握着新时代民主话语体系建构的话语权和领导权:通过紧扣中心、有序推进的主题设置引领民主话语体系的方向,凭借守正创新、集思广益的理论创新发展新时代民主话语体系的内核,借助有理有据、耐心细致的解释说明促进话语体系的科学化大众化,凭着坚决有力、切中要害的话语批判排除对民主政治的错误认识。总之,新时代民主话语体系建构凝聚着中国共产党治国理政的智慧和经验,是今后相当长一段时期内坚持和发展中国特色社会主义民主话语体系的重要指引。Analyzing the process,formation mechanism,and implementation path of the democratic discourse system since the 18th National Congress of the Communist Party of China is an important perspective for further deepening the understanding of the democratic discourse system in the new era and promoting practical transformation.Using NVIVO qualitative software as a tool,this paper analyzes the construction of the democratic discourse system in the new era,and concludes that the systematic and orderly advancement of theme setting leads the direction of the democratic discourse system,that the theoretical innovation contributes to the kernel of the democratic discourse system through upholding integrity and innovation,that the scientific and popular transformation of the discourse system is promoted through reasonable,well-founded explanations,and that a resolute and to-the-point critique eliminates erroneous understanding or hostile attitudes towards the development of democratic politics.It can be seen that the construction of the democratic discourse system in the new era embodies the wisdom and experience of the CPC in governing the country,and is an important guidance for realizing people’s democracy and high-quality development in the process of comprehensively building socialist modernization.
