摘　　要：技术进步是社会经济发展的永续动力,也是推进治理现代化的重要支撑。技术与制度双轮驱动社会治理现代化,共建共治共享的社会治理制度优势不断彰显,相关制度的吸纳力、整合力与执行力融合形成更可信的制度优势。数字化、网络化、智能化的新发展阶段,新技术以不同样貌嵌入社会治理,加快城市空间和市域范围社会治理结构重塑。在“内容指向和结果导向的治理评估框架”基础上,拓展提出“制度-技术-机制-效能”分析框架,从主体、方式、对象和效能等4个向度对市域社会治理的“技术”特征加以描述。结合国家政策规划与地方实践案例,提出推进市域社会治理现代化的现实路径,应当坚持用制度凝聚治理共同体,用技术催生治理新方式,用机制稳固制度执行力,继而实现技术赋能下制度优势向市域社会治理效能转化。Technological progress is the sustainable driving force to social and economic development,and also an important support for governance modernization.The technology and institutions drive the modernization of social governance,and the advantages of the social governance institution of co-construction,co-governance and sharing are constantly revealed.The institutional absorbing capacity,integrating and executive capacity are integrated to form the more credible institutional advantages.In the era of digitization,networking and intellectualism,new technologies are embedded in social governance with different features,accelerating the reconstruction of social governance structure both in urban space and city.Based on the"content-oriented and results-oriented governance evaluation framework",a new analysis framework has been built with"system-technology-mechanism-efficiency",to describe the"technical"characteristics of municipal social governance,from subject,mode,object and effectiveness.In combination with national policy and local practice,advice has been offered to the ways to promote the modernization of municipal social governance.It should adhere to the principle of using institutions to condense the governance community,technology to expand new ways of governance,mechanisms to stabilize the institutions execution,and finally to realize the transformation of institutional advantages to the efficiency of municipal social governance under the technology empowerment.
