摘　　要：流域横向生态补偿是促进长江经济带高质量绿色发展的重要手段。目前长江经济带流域横向生态补偿实践正在有序推进,但长江干流和支流的省际大规模横向补偿进展缓慢。为促进长江经济带流域横向生态补偿建设,优化长江经济带流域横向生态补偿路径,本文梳理了长江经济带流域横向生态补偿主要制度文件,并对主要试点实践进行考察,分析其所面临的困境,应明确补偿具体内容促进生态产品价值实现,建立健全横向生态补偿监督考评体系,建立发展型横向生态补偿支撑体系以及推动完善流域各部门协调运作机制以进一步促进长江经济带流域横向生态补偿制度的建设。Basin horizontal ecological compensation is an important means to promote high-quality green development of the Yangtze River economic belt.At present,the practice of horizontal ecological compensation in the Yangtze River Economic Belt basins is being promoted in an orderly manner,but the progress of large-scale inter-provincial horizontal compensation in the main streams and tributaries of the Yangtze River is slow.To promote the construction of horizontal ecological compensation in the Yangtze River Economic Belt basin and optimize the path of horizontal ecological compensation in the Yangtze River Economic Belt basin,this paper composes the main institutional documents of horizontal ecological compensation in the Yangtze River Economic Belt basin and examines the main pilot practices to analyze the dilemmas they face,which should clarify the specific content of compensation to promote the realization of ecological product value,establish a sound monitoring and evaluation system of horizontal ecological compensation,establish a developmental horizontal ecological compensation support system as well as to promote the improvement of the coordination and operation mechanism of various basin sectors to further promote the construction of the horizontal ecological compensation system in the Yangtze River Economic Belt basin.
