摘　　要：“放管服”改革要求“简政放权、放管结合、优化服务”,加快解决束缚科研人员手脚的管理问题。在此背景下,高校科研管理工作应改革绩效考评机制,从提升服务质量,提高高校科研人员的满意度出发,探索提高高校科研管理工作质量的有效机制。"Release Regulation and Service"reform requires to delegate regulations and provide services,so as to solve the problems which the scientific researcher met.Under such background the colleges and universities should reform the system of management evaluation on scientific research and explore the effective working system to promote the service quality and the satisfaction of the researchers.
