摘　　要：政府发展援助是二战后国际发展援助的重要方式之一,以经济合作与发展组织发展援助委员会成员为主要传统援助国,援助规模不断攀升,受援对象面向收入较低的广大发展中国家和地区,其构成多元且处于动态变化。政府发展援助正在被累积的全球不确定性因素重塑。国际社会很早就开始讨论政府发展援助的效果,对其评价不一而足,不同层面和不同角度的考察都会呈现不同的情景。中国在国际发展援助中扮演双重角色,且作为新兴援助国发挥了重要作用。中国特色的国际发展合作模式,越发受到国际社会的广泛关注。中国应与时俱进,进一步创新发展合作方式,提升国际发展合作能力和水平,完善法律法规体系并加强传播力度,从而为国际发展援助贡献更多的中国力量。Official development assistance is one of the important ways of international economic cooperation after World WarⅡ.The members of Development Assistance Committee are the main traditional donor countries,the scale of ODA has been increasing.ODA recipients are the developing countries and areas with lower income,they are diverse and dynamic year after year.ODA is being reshaped by global uncertainty factors.The international community has discussed the effectiveness of official development assistance early on,but its evaluation can't be generalized in one sentence;different scenarios are presented at different levels and from different perspectives.China plays a dual role in global official development assistance,but it has played an important role as an emerging donor country.The model of international development cooperation with Chinese characteristics is increasingly attracting interest from the international community.China should keep up with the times,further innovate development cooperation methods,enhance international development cooperation capabilities and level,improve the legal and regulatory system,and strengthen communication efforts,to contribute more Chinese strength into international development assistance.
