摘　　要：论文运用2003—2018年31个省级区域数据,通过面板数据模型研究科技财政支出、人力资本投入对科技创新的影响。论文研究这种影响是否会因研究机构的不同而不同以及是否具有地域性特征。研究发现,科技财政对企业的研发经费投入和人力资本投入将对科技创新具有显著促进作用。此外,科技财政支出对东部和中部地区企业的正向影响效应显著,对西部地区则不显著;研究机构和企业人力资本投入对地区科技创新指数影响不显著;东部地区高校的人力资本投入对地区科技创新指数影响显著;在东部和西部地区,知识产权保护对地区科技创新影响不显著。基于研究结论,论文提出了促进科技创新发展的政策建议。Based on the data of 31 provincial regions from 2003 to 2018,the paper uses a panel data model to study the impact of science and technology finance expenditure and human capital investment on technological innovation.The paper focuses on whether the impact will be different due to different research institutions and whether it has regional characteristics.It is found that the investment of R&D funds and human capital by science and technology finance will significantly promote scientific and technological innovation.In addition,the positive effect of science and technology financial expenditure on enterprises in the eastern and central regions is significant,but not in the western region.The human capital investment of research institutions and enterprises has no significant impact on the regional scientific and technological innovation index.The human capital investment of colleges and universities in the eastern region significantly impacts the regional scientific and technological innovation index.In the eastern and western regions,the impact of intellectual property protection on regional scientific and technological innovation is not significant.Based on the research conclusion,the paper puts forward policy suggestions to improve the development of science and technology innovation.
