基于政策一致性指数模型的我国艾滋病防治政策量化评价

摘　　要：目的分析目前我国艾滋病防治的政策环境,为艾滋病防治决策制定和完善提供依据和建议。方法收集我国国家层面出台的与艾滋病防治相关的政策,采用文本挖掘方法遴选出政策文本中的高频词汇,结合文献查阅和专家访谈形成评价条目,并构建政策一致性(PMC)指数模型,对我国艾滋病防治政策进行量化评价。结果共收集艾滋病防治相关政策15项,其中13项为良好政策,2项为及格政策,PMC指数均值为6.71;得分最高的政策为《中国遏制与防治艾滋病行动计划(2001-2005年)》,为7.50分,得分最低的政策为《教育部、卫生部关于加强学校预防艾滋病健康教育工作的通知》,为5.83分。结论我国艾滋病防治政策总体科学、合理并与时俱进,未来可以在与第三方机构合作上做出改进。Objective To analyze the current policy environment of AIDS prevention and treatment in China and provide a basis and suggestions for the formulation and improvement of AIDS prevention and treatment decisions.Methods The policies related to AIDS prevention and treatment issued by China at the national level were collected and the high-frequency words were selected in the policy texts through text mining methods.We combined literature review and expert interviews into evaluation entries and then constructed a PMC index model to quantitatively evaluate the AIDS prevention and treatment policies in China.Results A total of fifteen policies related to AIDS prevention and control were collected,of which thirteen were good policies and two were acceptable,with a mean PMC index value of 6.71.The policy with the highest score was the China Action Plan for Curbing and Preventing AIDS(2001-2005),with a score of 7.50.The policy with the lowest score was the Notice of the Ministry of Education and the Ministry of Health on Strengthening Health Education on AIDS Prevention in Schools,with a score of 5.83.Conclusions China's AIDS prevention and treatment policy is generally scientific,reasonable,and up-to-date.Cooperation with third-party institutions can be improved in the future.
