构建新发展格局、破解美元霸权体系与应对新帝国主义挑战

摘　　要：西方资本主义国家在全球经济体系中长期依托其特殊经济地位进行霸权统治,以美国为典型代表的发达资本主义国家通过美元体系收割他国财富。自对外开放以来,我国成为了美国产品倾销、金融垄断的重要对象。本文结合《资本论》中的经典论述以及现实经济数据对新帝国主义的“商品美元”“石油美元”“债务美元”的三重剩余价值收割机制进行分析,揭露了美国对他国的劳动成果进行剥削、转嫁经济危机以维持其经济正常运转的本质。在此基础上,本文主张通过国内大循环提高经济内生动力、通过国际循环提升国际影响力,以更高水平的开放和更完备的国内市场建设互为补充、彼此促进,实现与美元霸权体系“选择性脱钩”,真正实现我国经济社会的创新突破和健康稳定发展。Western capitalist countries have long relied on their special economic status to exercise hegemonic rule in the global economic system.The developed capitalist countries,typically represented by the United States,harvest the wealth of other countries through the US dollar system.Since opening up to the outside world,China has become an important target of US product dumping and financial monopoly.Combined with the classic discussion in Capital and the real economic data,this paper analyzes the triple surplus value harvesting mechanism of"commodity dollar","petrodollar"and"debt dollar"of the new imperialism,and exposes the essence of the United States to exploit the labor fruits of other countries and transfer the economic crisis to maintain the normal operation of its economy.On this basis,this paper advocates that the domestic cycle should be used to enhance the endogenous power of the economy and the international cycle to enhance international influence,so that a higher level of openness and a more complete domestic market can complement each other and promote each other to achieve a"selective decoupling"from the hegemonic system of the US dollar and truly achieve innovative breakthroughs and healthy and stable development of China's economy and society.
